Councillor Garry Bruce has told us that Inspector Chris Bear of the Duncan/North Cowichan RCMP Detachment has recommended that Cowichan Valley Mayors, Councillors and CVRD Directors watch a video called Seattle Is Dying.
We have just watched Seattle Is Dying and we think Inspector Chris Bear is totally and unequivocally correct in suggesting that local politicians watch this video. But we think all Cowichan Valley citizens should watch it too.
So here is a YouTube posting of the Seattle Is Dying video, produced by Seattle TV station KOMO. It was posted on 19 March 2019 and, as of 1 April 2019 when we wrote this post, it had 1,717,115 views on YouTube.

Yes there must be more enforcement, more police officers. But more than that, both councils must pass a no panhandling bylaw. And we must STOP giving to panhandlers. Then we need more detox beds, better management around Warmland House, job training and affordable housing. We need a many pronged approach or we stand to be overwhelmed by addicts and dealers. The true homeless are not the problem. It is the criminal element and the addicted amongst them.

The Duncan/North Cowichan RCMP has recommended that Duncan City Council enact a “No Panhandling Bylaw” prohibiting panhandling at busy intersections like Truck Road and the Trans Canada Highway.
Council has received that recommendation but so far it has just been referred to staff for further study.
